Iowa Used Motor Vehicle Dealer Education Law

Effective Date: July 1, 2007

In addition to the classes listed classes will be held all around the state of Iowa - Creston, Council Bluffs, Sioux City, Estherville, Sheldon, Waterloo, Fort Dodge, Marshalltown - all at community college locations. If needed, classes might be held more than once at these locations. Information will be posted on this web page as soon as dates and locations are scheduled.

CLASS TIMES

PRE-LICENSING

Applicants seeking to become a used motor vehicle dealer must take an 8 hour pre-licensing education class prior to obtaining a motor vehicle dealer's license.

CONTINUING EDUCATION

Currently licensed used motor vehicle dealers who wish to retain their dealer license must take a 5 hour course , every two years, and prior to renewal.

INITIAL PHASE

The law becomes effective on July 1, 2007 and the initial period for continuing education courses will run 07/01/07 thru 12/31/08. Therefore, those who wish to remain as a used motor vehicle dealer in the State of Iowa must take the required 5 hour continuing education class sometime before 12/08.

WHO MUST TAKE THE COURSE

At least one individual who is associated with the used motor vehicle dealer as an owner, principal, corporate officer, director or member or partner of a limited liability company or limited liability partnership shall complete the education program courses. Dealerships may send more than one individual to a class, however, certification will only be issued to the individuals described above. Identification may be required during the registration process. Payment will be required on a per person basis.

EXEMPTIONS

Motor vehicle rental companies having a national franchise; national motor vehicle auction companies; wholesale dealer only auction companies; used car dealerships owned by a franchise motor vehicle dealer; banks, credit unions, and savings and loan associations.

CLASS CONTENT

The educational programming will include, but not be limited to, the examination of federal and state laws applicable to the motor vehicle industry and federal and state regulations pertaining to used motor vehicle dealers.

CLASSES

At least one class per month will be held throughout Iowa for the convenience of participants. Should the need arise, two or more classes per month could become a part of the scheduling.

FEES

The Iowa Department of Education has set the fees for the courses as follows:

Pre-licensing Course: $ 199.00 per person, includes instructional manual
Continuing Education Course: $ 149.00 per person, includes instructional manual

CERTIFICATION

A community college will issue a certificate of completion to each person who successfully completes a pre-licensing or continuing education course. The certificate must be posted conspicuously in the dealership.

TESTING

The course will not require testing.

REPORTING

The community colleges will transmit to the Iowa Department of Transportation the name of the dealership individual who took the course, the date, the required number of hours, the dealership name and other data as may be required.

WEATHER NOTES

During the winter months, inclement weather may cause college campuses or locations to close. Participants should listen to local radio stations for closing information specific to their scheduled class location.

Please Note: If a participant arrives more than 15 minutes late for the class the community college might ask that you register for a future class.

OTHER LOCATIONS WILL OFFER ONLY THE 5 HOUR CONTINUING EDUCATION CLASS. MAKE SURE IF YOU ARE AN EXISTING DEALER THAT YOU ONLY TAKE THE 5 HOUR CLASS. THOSE WHO HAVE NEVER BEEN A DEALER BEFORE SHOULD TAKE THE 8 HOUR CLASS.

CLASS TIME

If a college is offering only the 5 hour course it will start at 8:00 a.m promptly. If a college is offering both the Pre-licensing course and the continuing education course the Pre-licensing class will start at 8:00 a.m and the continuing education course will start at Noon.

IIADA ENCOURAGES THOSE WHO HAVE NEVER TAKEN ANY TYPE OF EDUCATIONAL OR DEALER TRAINING COURSES TO PARTICIPATE IN THE 8 HOUR COURSE BECAUSE OF THE VALUABLE INFORMATION YOU WILL BE GIVEN. THOSE WHO HAVE HAD PRIOR EDUCATIONAL TRAINING REGARDING DEALERSHIPS MAY OPT FOR THE 5 HOUR COURSE.

INSTRUCTORS

IIADA WILL PROVIDE THE INSTRUCTORS FOR THESE COURSES AND THOSE CHOSEN AS INSTRUCTORS WILL BE CURRENT OR FORMER DEALERS. THEREFORE DEALERS WILL BE TEACHING DEALERS.

NOTE

Currently licensed used motor vehicle dealers and members of IIADA are encouraged to get your educational requirements as soon as possible as 12/31/08 will arrive quickly and scheduling class time with the community colleges takes time and resources. Don't wait until the last minute. Class sizes might be limited - so think the earlier the better.
